The Municipal Bidding Supervision Bureau shall, according to law, approve the scope of the bidding for the bidding project and the method of issuing the contract.
Second, the approval of the tender organization
If the tenderer has the conditions for self-organizing the tender, he shall provide the Municipal Bidding and Supervision Administration with the information on the professional staff who organize the tender.
If the tenderer entrusts the bidding agency to act as the agent for the bidding, it shall provide the agency bidding supervision bureau with the agency contract and the qualification information of the agent unit. Third, transaction registration

Fourth, the tender announcement information release
The tenderer (agent unit) fills in the information release application form and submits it to the Municipal Bidding Supervision Bureau for review. The bidding announcement shall specify the construction scale, the scope of bidding, the number of bidding sections and the bidding requirements.
The Municipal Bidding Supervision Bureau shall review the information on the tender notices to be released by the city (including Jin'an District, Yu'an District and Lu'an Development Zone), and issue a unified number.
The bidding and tendering center of the city will publish the information on the bidding announcements that have been reviewed and filed on the Lu'an bidding network and the provincial construction project information network (released for not less than 5 working days).
V. Bidding registration
The bidder carries the bidding materials stipulated in the bidding announcement to the bidding center of the city for bidding.

6. Qualification review

The Municipal Bidding Supervision Bureau conducts on-site supervision of the qualification examination activities, and the Municipal Bidding Center provides venues and random twitching services for the qualification examination activities and witnesses.
7. Filing and issuance of bidding documents
The tenderer (agent unit) prepares the bidding documents and submits them to the Municipal Bidding Supervision Bureau for the record.
The Municipal Bidding Supervision Bureau shall file the bidding documents and their clarification and modification documents.
The tenderer (agent unit) issues the tender documents that have been filed in the city bidding center.
If the bidding coefficient is used for bidding and the lottery coefficient is used to determine the cost control price, the bidding documents shall publicly specify not less than 10 lottery coefficients. And the lottery factor stated must not exceed 0.95.
8. Pay the bid bond
The bidder shall submit the bid bond to the tenderee before the bid opening, and the bid bond involving the state-owned funds and public funds shall be uniformly collected and returned by the municipal bidding center.
Nine, bid opening, bid evaluation, calibration
The tenderer (agent unit) presides over the bid opening meeting at the city bidding center according to the prescribed time, determines the owner's judges according to the regulations, sends representatives to select the bid evaluation experts, and forms the bid evaluation committee.
The Municipal Bidding and Bidding Supervision Bureau supervises the selection of bid evaluation experts and the formation of the bid evaluation committee, and cooperates with relevant departments to supervise the bid opening, bid evaluation and calibration activities.
The city bidding center provides venue services for bid opening and bid evaluation activities, manages the order of bid opening and bid evaluation activities, and witnesses the bid opening and bid evaluation process, and provides services for the evaluation of bid evaluation experts.
X. The results of the winning bid and the notice of winning the bid
The tenderee shall determine the winning bidder according to the regulations, and fill out the “bidding public notice sheet†to be submitted to the bidding and bidding center.
The city bidding center will publicize the results of the bidding in the bidding network of Lu'an City (not less than 3 working days). The result of the public announcement has no objection, and the notice of winning the bid is issued by the tenderee after verification by the Municipal Bidding Supervision Bureau. The tenderee and the successful bidder shall pay the transaction service fee to the bidding center of the city according to the prescribed standards.
The tenderee or the city bidding center shall refund the bid bond to the unsuccessful bidder (within 5 days after the successful bid result is determined).
XI. Bidding report
The tenderee shall submit a written report on the bidding to the Municipal Bidding Supervision Bureau within 15 working days of determining the winning bidder.
The Municipal Bidding Supervision Bureau shall file a written report on the bidding (ie, do it).
Twelve, contract signing and filing
The tenderee and the winning bidder shall sign the contract within 30 days from the date of issuance of the notice of winning the bid, and report a copy of the contract to the Municipal Bidding Supervision Administration and the relevant competent department for the record.
The tenderee or the city bidding center shall return the bid bond to the winning bidder (after the contract is signed).
XIII. Submitting the filing materials
The Municipal Bidding Supervision Bureau shall provide the relevant competent departments with the “Proposal for the Bidding of Construction Projects†for the relevant departments to check for the approval procedures such as project construction permit and construction report.
