The Korea Ministry of Industry, Trade and Resources announced on May 29 that the first China-Korea Energy Dialogue was held at the Lotte Hotel in Seoul on the same day. The two sides discussed cooperation programs in the fields of electricity, natural gas and renewable energy.
In the summit meeting held in December last year, China and South Korea agreed to build a channel of cooperation between the China National Energy Administration and the Korea Ministry of Commerce, Trade and Resources. The two countries decided to step up joint research on connecting China and South Korea's power grid and take the first step toward building a Super Grid in Northeast Asia. At present, the two countries are studying the technology, cost, construction location and other issues required for the construction of submarine power grids, and strive to complete joint research within the year.
“Northeast Asia United Power Grid†is a vast multinational project aimed at connecting South Korea and Japan's power grids to China, converting China's and Mongolia's abundant renewable resources into electricity, and exporting them to Japan and South Korea through ultra-high voltage DC cables. Power the country. It is reported that the project is planned to complete part of the construction in 2022. At present, there are three large-scale interconnected power grids in North America, Europe, Russia and the Baltic Sea. On March 30, 2016, China, South Korea, Japan and Russia signed the "Memorandum of Northeast Asia Joint Power Grid" in Beijing, taking the first step of the Northeast Asia Energy Internet. In February 2015, the book “Global Energy Internet†written by Liu Zhenya, the then chairman of the State Grid, first proposed the idea of building a “global energy Internetâ€. According to the book, according to the planning and design, the construction of the global energy Internet is divided into three stages: the first stage is domestic interconnection. From now to 2020, accelerate the development of clean energy development and domestic power grids in various countries, and greatly increase the power grid allocation capacity, intelligence level and clean energy proportion of countries. The second stage is the interconnection within the continent. From 2020 to 2030, we will promote the development of large-scale energy bases in the continent and cross-border interconnection of power grids to achieve clean, large-scale, high-efficiency and optimal allocation of clean energy in the continent. The third stage is intercontinental interconnection. From 2030 to 2050, accelerate the development of “one pole together†(Arctic wind power, equatorial solar energy) energy base, basically build a global energy Internet, achieve clean energy as the dominant goal on a global scale, and comprehensively solve world energy security, environmental pollution and greenhouses. Problems such as gas emissions.
In terms of liquefied natural gas (LNG), the three governments have finalized the MNG memorandum of understanding based on the agreement reached at the China-Japan-ROK summit meeting last month. China and South Korea, the world's second and third largest LNG importers, have decided to work together to improve the transparency and liquidity of the global LNG market. It is reported that at present, the LNG market rules are more disadvantageous for importing countries. For example, the domestic LNG stock that is not consumed cannot be resold to a third country, and the purchase amount cannot be adjusted after the purchase contract is signed. Therefore, China and South Korea decided to ensure the stability of supply and demand through “LNG swap†when LNG supply and demand are unstable.
In terms of renewable energy, China and South Korea decided to share policies and conduct joint research on key issues. The two sides also plan to hold the China-Korea Energy New Industry Forum, inviting experts from the new energy industry to integrate the fourth industrial revolutionary technologies such as artificial intelligence (AI) and Internet of Things (IOT).
It is reported that the Korean side has participated in the dialogue by the Korea Ministry of Industry, Trade and Industry, the Korea Electric Power Corporation, the Gas Corporation, the Energy Industry Park, and the Energy Economic Research Institute. The Chinese side sent representatives from China National Petroleum Corporation (CNPC), China National Offshore Oil Corporation (CNOOC) and State Grid Corporation, led by the National Energy Administration of China.
The Korea Ministry of Industry, Trade and Resources said that it is expected to strengthen policy cooperation in the energy sector between the two countries through this meeting, improve the stability of supply and demand of natural gas and electricity, and cooperate in the field of renewable energy and new energy industries.
Under the current global oversupply and rising trade protectionism, the global economic uncertainty has intensified, and the three countries of China, Japan and South Korea have begun to interact frequently in the economic field. On May 9th, the China, Japan and South Korea Summit of the Three Kingdoms Leaders Meeting was held in Tokyo. The China Council for the Promotion of International Trade, the Japan Economic Association and the Korea Chamber of Commerce and Industry jointly held the China-Japan-Korea Business Summit. Chinese Premier Li Keqiang said in his speech that in the face of the current situation of protectionism and unilateralism, China, Japan and South Korea should stand firm together, support free trade, and jointly safeguard the rules-based multilateral trading system. South Korean President Wen Zai said that China, Japan and South Korea should lead the construction of a new world economic order through innovative growth. In particular, through the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-Japan-Korea Free Trade Agreement (FTA), the regional economic cooperation will be expanded to jointly address the fourth industrial revolution and create a new model of cooperation in the energy and environmental fields.
